Since 2023, students outside of EEA and Switzerland have been required to pay tuition fees if they want to study a full degree in Norway. After the reform, there has been an 80% decrease in students from the affected countries. The Norwegian School of Economics (NHH) saw a 90% decrease.
– It is quite dramatic. Internationalization has benefits. The international students play an important role in the educational environment, then Vice Rector of Education Stig Tenold told K7 Bulletin.
The Department of Education reports the decline has been the largest in the natural sciences, tech and crafts. They say these are fields in which Norway needs more competent workers both today and over the coming years.
Currently the fees are supposed to reflect the entire cost the student incurs the university. The Norwegian Government has now sent a suggestion to the Storting to change the laws, such that the Universities can lower the fees.
– Norway is a small county, and in uncertain times we need more cooperation with the rest of the world. If we are supposed to be attractive for international students, Norwegian universities must be able to set competitive prices. Now the institutions can adapt their prices themselves, and strengthen their recruitment to fields where the need is large, Minister of Science and Higher Education Sigrun Gjerløw Aasland (Ap) says.
If the suggestion gets accepted by the Storting, the changes will come into effect 1. August 2026.
